CONDITIONS OF EMPLOYMENT:
➢ In accordance with the San Carlos Apache Tribe Resolution No. AU-21-121, all potential employees must show proof of COVID-19
vaccination for it is mandatory for all Tribal employees to have the vaccine as a condition of employment. All employees who opt-out or
otherwise have no proof of vaccination shall be subject to bi-weekly testing for COVID-19 (must provide letter or doctor’s excuse when
applying to opt-out of receiving vaccination).

➢ Applicant will be subject to and must pass a background investigation with a favorable determination. The results of a background check shall
only be used for the purpose of determining an individual’s suitability for employment. Applicants who provide false or misleading information
in their application or authorization may be eliminated from any further consideration. Note: Applicants must meet this requirement by
completing Item No. 15., on the Application for Employment.
➢ In accordance with the San Carlos Apache Tribe Drug and Alcohol Policy, all potential employees will be tested for the presence of controlled
substances as part of the pre-employment selection process. Applicants who fail to pass the drug test will be ineligible for employment and may
not reapply for twelve (12) months thereafter. This policy has been adopted to provide drug-free work sites and to prohibit working while under
the influence of alcohol.

DUTIES AND RESPONSIBILITIES:
As a Forest Manager, under the direct supervision of the Tribal Chairman and the general oversite of the Tribal Council, the Forest Manager plans,
directs and administers programs such as, but not limited to: forestry inventory, silviculture, fire protection, insect and disease protection, timber
management, harvesting and sales, and reforestation. Supervises the Fire Management Officer under an interagency agreement, the Tribal Fire
Management Program and the Tribal Fire Use Program. Prepares yearly contract reports insuring that the program complies with P.L. 93-638
regulations and contract requirements. Initiate and prepare requests for contract modifications and budget revisions. Prepare and execute program work
by estimating, combining and coordinating project plans into a program budget and a contract scope of work. Develops training to familiarize program
staff with all aspects of natural resources management. Initiates a recruitment and training program with the goal of developing a professional and
technical staff comprised primarily of the San Carlos Apache Tribal Members. The Forest Manager is the team leader of the Inventory and Plans
function. Supervises the program Silviculturalist incurring stand diagnosis, prescriptions, silvicultural methods and practices are in compliance with
IAM 1, Silvicultural Accountability. The Forest Manager supervises the Development Forester insuring CFSI and reforestation projects are completed
as defined in the contract. In addition the Forest Manager supervises the Timber Sales/CFI forester to insure that the timber sales functions of the
program is performed. This includes reviewing the Forest Officer’s (timber sale) report, timber sale appraisals, timber sale unit maps, statistical analysis
of data, environmental assessments, formal contracts and technical narratives. The Forest Manager is the tribal coordinator for forest and woodland
product marketing and feasibility projects. The Forest Manager supervises the Woodlands Forester and insures that this portion of the contract is

completed. The Forest Manager acts as a team leader or member on interdisciplinary (ID) teams such as the Integrated Resource Management Planning
(IRMP) Project. Supervises the Natural Resources Planner insuring the components of the IRMP are completed in a timely manner (based upon funding
and support levels). Maintains liaison with employees of Federal agencies, State government, other Tribal departments, cattle associations and other
organizations who are affected by or share an interest in the forest and woodland management practices and problems. Recommends and justifies to
the Tribal Council a particular strategy which establishes the optimum mix uses for the forested and woodland areas of the reservation and attempts to
solve problems or conflicts in resource use. Facilitate public and Tribal review and input into the draft environmental assessments and management
plans. Initiates or reviews Tribal resolutions pertaining to forest and woodland management concerns and problems. Perform other duties as assigned.

QUALIFICATION REQUIREMENTS:
Basic Requirements:
Successful completion of a full-4-year course of study in accredited college or university that led to a bachelor’s or higher degree that included a
major field of study in Forestry, Forestry Resource Management or a closely related field. NOTE: Applicant must submit a copy of all college
transcripts and/or degree to meet positive education requirements.
In addition to meeting the basic requirements above, candidates must have had five (5) years of specialized experience.
Specialized experience is experience in forestry, forest resource management including supervisory experience or in a job related field. Examples
of the type of experience that will be credited are shown above under “Duties and Responsibilities”.

EVALUATION METHOD AND RANKING FACTORS: Evaluation will be made of the extent to which experience, education, training,
self-development, and/or awards demonstrate that basically qualified candidates possess the Ranking Factors-Knowledge, Skills and Abilities (KSA)
described below.
1. Knowledge of silviculture and forest management and their environmental impact.
2. Knowledge of timber sale regulations, appraisal techniques and contracts.
3. Knowledge of and ability to interpret and carry out policies and guidelines of the San Carlos Forest Management Plan.
4. Knowledge of personal computers and their application to forest management problems.
5. Knowledge of the internet and computer software such as Microsoft Word, Excel, Power Point, Publisher, etc.
6. Knowledge of budget development principles and practices.
7. Ability to direct, supervise, plan and coordinate contract projects, prepare budgets, contract applications and modifications, initiate personnel
actions in accordance with Fair Labor Standards Act and the Tribal Personnel Manual.
8. Ability to write and initiate clear technical reports and studies that meet specified formats such as environmental assessments, forest
management plans, resolutions, contracts and other documents.
9. Ability to review these types of documents for correctness and effects on the forest and woodlands of the reservation.
10. Ability to solve problems and conflicts associated with resources use in the reservations forest and woodlands.
11. Ability to work cooperatively with federal agencies and other tribal departments and programs on various natural resources projects through an
integrated approach.
12. Ability to communicate effectively both orally and written.
13. Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
14. Ability to maintain professionalism and a strict standard of confidentiality.
