CONDITIONS OF EMPLOYMENT:
➢ In accordance with the San Carlos Apache Tribe Resolution No. AU-21-121, all potential employees must show proof of COVID-19
vaccination for it is mandatory for all Tribal employees to have the vaccine as a condition of employment. All employees who opt-out or
otherwise have no proof of vaccination shall be subject to bi-weekly testing for COVID-19 (must provide letter or doctor’s excuse when
applying to opt-out of receiving vaccination).
➢ Regular Full-Time position. (exempt)
➢ Applicant must possess a valid driver’s license.
➢ Applicant, under special circumstances, may be called upon to fight wildland fire and would have to meet appropriate physical fitness standards
and take required fire physical examination.
➢ Applicant will be subject to and must pass a background investigation with a favorable determination. The results of a background check shall
only be used for the purpose of determining an individual’s suitability for employment. Applicants who provide false or misleading information
in their application or authorization may be eliminated from any further consideration. Note: Applicants must meet this requirement by
completing Item No. 15., on the Application for Employment.
➢ In accordance with the San Carlos Apache Tribe Drug and Alcohol Policy, all potential employees will be tested for the presence of controlled
substances as part of the pre-employment selection process. Applicants who fail to pass the drug test will be ineligible for employment and may
not reapply for twelve (12) months thereafter. This policy has been adopted to provide drug-free work sites and to prohibit working while under
the influence of alcohol.

DUTIES AND RESPONSIBILITIES:
As a Forester under the direct supervision of the Supervisory Forester, the Forester shall serve as the team leader of the timber sales portion of the
San Carlos Apache Tribal Forestry Program. Assists in timber sale planning and harvest scheduling. Prepares Forest Officer’s reports for proposed
timber sales, environmental assessments, timber appraisals, timber unit maps, statistical analysis of data, formal contracts and technical narratives.
Serves as Timber Sale Officer. Supervises marking crew foreman. Develops training program to familiarize Tribal staff members in appropriate
timber cruising and appraisals procedures. Serves as team leader on Continuous Forest Inventory Project. Incumbent is delegated for short periods
as Acting Forestry Program Director during absences of the Supervisory Forester. May be subject to perform as a resource advisor on prescribe fires,
resource benefit fires or wildland fires. May be subject to perform fire suppression duties under hazardous conditions and at irregular and protracted
hours.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree in Forestry;
or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical or mathematical
sciences or engineering, of which at least 24 semester hours of course work were in Forestry. The curriculum must have been sufficiently
diversified to include at least 8 semester hours in each of the following 3 areas:
1. Management of Renewable Resources – Study of the science and art of managing renewable resources to attain desired results. Examples of
creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management,
utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat
management. NOTE: Applicant must submit a copy of all college transcripts to meet positive education requirements.
2. Forest Biology – Study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of
living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest
genetics, wood structure and properties, forest soils, forest entomology and forest pathology. NOTE: Applicant must submit a copy of all
college transcripts to meet positive education requirements.
3. Forest Resource Measurement and Inventory – Sampling, inventory, measurement, and analysis techniques as applied to a variety of forest
resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource
data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing. NOTE: Applicant must submit a copy of
all college transcripts to meet positive education requirements.

B. Combination of education and experience: Courses equivalent to a major in Forestry, or at least 30 semester hours in any combination of
biological, physical or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for
diversification of the 24 semester hours in Forestry are the same as shown above in paragraph A above, plus appropriate Forestry experience or
additional education which when combined with the 30 semester hours of course work will total 4 years of combined education and experience.
Paragraph B generally requires that an applicant possess a core of educational credit as described in paragraph A above. The quality of the
combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities
required to perform the work and is comparable to that normally acquired through the successful completion of a full 4-year course of study
with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses
that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities
sufficient to perform progressively more responsible work. Therefore, creditable experience should have demonstrated similarly appropriate
skills or abilities needed to perform the work. NOTE: Applicant must submit a copy of all college transcripts to meet positive education
requirements.
In addition to meeting the basic entry qualification requirements above, applicants must have had either the specialized
experience and/or directly related education in the amounts shown below:
In addition to meeting the basic requirements, to qualify at the full performance level the applicant must have had two years of forestry experience or
completion of all requirements for a master’s or equivalent degree; or two full years of graduate education of the types described above; to qualify at
the entrance level the applicant must have one full year of forestry experience or graduate education. This experience or education must have
equipped the candidate with the knowledge and ability to perform fully the work of the position for which the candidate is being considered. After
one full year of satisfactory job performance at the entrance level the incumbent may be promoted to the full job performance level.
Specialized experience is experience which is in Forestry or related to the line of work of the position to be filled and which has equipped the
applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of the type of
experience that will be credited are shown above under “Duties and Responsibilities”.
Physical Requirements: Position requires recurring physical exertion such as walking over rough terrain carrying field equipment often during
adverse weather conditions. May be called upon to fight wildland fire and would have to meet appropriate physical fitness standards and take
required fire physical examination.
The position is a three-grade career ladder position mirroring federal GS rates 7/9/11 at two year intervals with annual or periodic step increases.
Initial salary and automatic promotions will be tied to the Federal GS Wage Scale for the fiscal year of the action (i.e., hire year or promotion year).
There after, salary increases will be based upon tribal wage and salary policies. Current Salary: Level II; Level III; Level IV (Equivalent to GS
7/9/11).

EVALUATION METHOD AND RANKING FACTORS: Evaluation will be made of the extent to which experience, education, training,
self-development, and/or awards demonstrate that basically qualified candidates possess the Ranking Factors-Knowledge, Skills and Abilities (KSA)
described below.
1. Knowledge of forest inventory methods, including stand examinations and timber cruising, identifying plant associations (habitat types) and
interpreting maps and aerial photographs.
2. Knowledge of state of the art instrumentation and field data collection tools including prism gauges, relaskops, GPS technologies, field data
loggers, laser rangefinder, scale sticks, etc.
3. Knowledge of computer systems and application programs; ESRI GIS programs, Windows XP, Microsoft Office (word processing, spreadsheet,
database) and other application programs specific to forestry and natural resources management.
4. Ability to work well with interdisciplinary resource teams composed of specialists from different disciplines and agencies.
5. Ability to communicate effectively both orally and in written form and explain complex land use and resource information to field personnel
and tribal contractors.
6. Ability to implement silvicultural prescriptions and other project guidelines either directly with program field crews or indirectly through tribal
contractors.
7. Ability to safely operate a 4-wheel drive vehicle on low standard roads in all weather conditions.

It is also the goal of the San Carlos Apache Tribe to provide the best services possible to tribal members. In furthering the Tribe’s efforts to

the hiring agreement, agree to provide training and development to tribal members to allow them to become qualified for jobs which non-tribal
