The San Carlos Apache Tribe has numerous Industrial and Commercial locations throughout the reservation. In addition, the Tribe offers multiple utilities for electrical power, gas, water, and telecommunications. Please visit our Utility Page for more information on the types of utility facilities.
Services Provided by the Office of the General Manager
● Development Selection Assistance — Deliver review and analysis concerning selecting the future site(s) on allotted and tribal land that best suits your needs.
● Facilitation of Development Services
 — Assist with development services that include planning, zoning, permits, business licenses, Right Of Way easements, Utilities, and other services that require attention under an established multi-department team approach focused on completing items necessary for development.

The Cutter Economic Development Zone is located on the San Carlos Apache Reservation, 7 miles east of Globe, 110 miles east of metropolitan Phoenix, and 130 miles north of Tucson. The Cutter Airport is within the development zone along highway 70. The Development Zone has three major highways (U.S. 70, 77, 60) that provide exceptional ground transportation. In addition, the Eastern Arizona Railway connects to the Union Pacific Railroad for intercontinental transport.

● Tribal Sovereignty: Ability to exercise “Self-Governance” and “Self Determination.” The Tribe has the inherent right to act and resolve matters about its resources’ development, management, and operations.
● Department of Defense (DOD) 5% Indian Incentive Program: The DOD 5% Indian Incentive Program allows up to this percentage for reimbursement to prime contractors utilizing Native American subcontractors. As of the last count, there was $8 million available under the program, and prime contractors are starting to take advantage of the program. Separately, the DOD has a 23% contracting goal for small disadvantaged businesses this fiscal year.
● Foreign Trade Zone: The San Carlos Apache reservation is a Foreign-Trade Zone. An FTZ is a specially designated area in or adjacent to a U.S. Customs Port Of Entry, which is considered outside the Customs Territory of the U.S. It is simply a site (often a warehouse) where foreign and domestic merchandise can be stored, tested, sampled, relabeled, repackaged, displayed, repaired, manipulated, mixed, cleaned, assembled, manufactured, salvaged, destroyed, processed or any other “value-added” procedure. 2.
● Technology Training Assistance Program and Information Technology (I.T.) Tax Credits: To encourage companies to train employees in critical applications involving both software and hardware, the state legislature approved an I.T. tax credit administered through the Arizona Department of Commerce.
● Enterprise Zone Program: The Arizona Department of Commerce designates certain areas to promote growth and strengthen the local economies in these areas. The Enterprise Zone Program provides enhanced opportunities for private investment within a designated enterprise zone.
● Income and premium tax credits are available for net increases in qualified employment positions. Tax credits may total up to $3,000 per suitable employment position over three years for a maximum of 200 employees in any given tax year.
